NIMS
National Incident Management System
The National Incident Management System (NIMS) provides a common approach to emergency response that enables responders to work together more effectively. Developed by the Secretary of Homeland Security at the request of the President, the NIMS integrates effective emergency response into a comprehensive national framework for incident management. The California Office of Homeland Security is the state administrative agency charged by Homeland Security to fully integrate the NIMS into all incident management protocols and procedures for state and local governments, including state universities.
The University Police Department has been assigned responsibility for insuring that Cal Poly Humboldt receives their compliance certification for the required N.I.M.S. training. All state employees are classified as Disaster Workers simply by the nature of where they work. To this end, all Humboldt employees (staff, faculty, and some students) must complete the N.I.M.S. training, and training for individuals will vary depending on the level of their responsibility in an emergency.

Each course should take 1-3 hours. Its recommended that you download and print the study guide for each course along with the final exam and simply mark off each answer as you read through the guide. Then log onto the website and click on the "Take Final Exam" link at the bottom of each course description page. Submit and they will send you a successful completion certificate via e-mail. Upon receiving this e-mail forward this certification to Contracts, Procurement and Risk Management office at cprm@humboldt.edu.
The required training's are IS-100HE, IS-200, IS-700, and if directly involved in Emergency Management on campus (whether by committee, police or an essential department) you will need to also complete IS-800.
Who must take IS 100HE Training: All federal, state, territorial, tribal, private sector and non-governmental personnel at the entry, first line supervisor, middle management, general staff and command level of emergency management operations must complete Incident Command System-100 level training.
Who must take IS 200 Training: All federal, state, territorial, tribal, private sector and non-governmental personnel at the entry, first line supervisor, middle management, general staff and command level of emergency management operations must complete Incident Command System-100 level training.
Who must take IS 700 Training:
- Executive Level: Political and government leaders, agency and organization administrators and department heads; personnel that fill ICS roles as Unified Commanders, Incident Commanders, Command Staff, General Staff in either Area Command or single incidents; senior level Multi-Agency Coordination System personnel; senior emergency managers; and Emergency Operations Center Command or General Staff.
- Managerial Level: Agency and organization management between the executive level and first level supervision; personnel who fill ICS roles as Branch Directors, Division/Group Supervisors, Unit Leaders, technical specialists, strike team and task force leaders, single resource leaders and field supervisors; midlevel Multi-Agency Coordination System personnel; EOC Section Chiefs, Branch Directors, Unit Leaders; and other emergency management/response personnel who require a higher level of ICS/NIMS Training.
- Responder Level: Emergency response providers and disaster workers, entry level to managerial level including Emergency Medical Service personnel; firefighters; medical personnel; police officers; public health personnel; public work/utility personnel; and other emergency management response personnel.
Who must take IS 800.B Training: All federal, state, territorial, tribal and local emergency managers or personnel whose primary resonsibility is emergency management must complete this training.
- Essential Personnel: Essential personnel are employees designated by the University President or President's designee(s) who, by virtue of their employment responsibilities, provide services essential to the protection of life and property when an unplanned event, planned event or emergency occurs that affects all or a portion of the persons at the University or any University property. This category is exclusive of staff who is asked by the Vice President and/or designee to work their usual schedule during an emergency. Some of which include; Housing, Plant Operations, Police, Health Center, and Counseling Center.
